The FBI leads this task force of more than 30 co-located agencies from the Intelligence Community and law enforcement. In May 2017, the President signed Executive Order 13800, Strengthening the Cybersecurity of Federal Networks and Critical Infrastructure, which concentrates on IT modernization and cybersecurity risk management. Executive Order reinforces the Federal Information Security Modernization Act by holding agency heads accountable for managing cybersecurity risks to their enterprises. It requires each agency to assess its cybersecurity risks and submit a plan to OMB detailing actions to implement the NIST Cybersecurity Framework.
Threats to the nation's critical infrastructures and the information technology systems that support them require a concerted effort among federal agencies; state, local, tribal, and territorial governments; and the private sector to ensure their security. The seriousness of the threat was reinforced by the December 2020 discovery of a cyberattack that has had widespread impact on government agencies, critical infrastructures, and private-sector companies. CISA acts as the quarterback for the federal cybersecurity team, protecting and defending the home front—our federal civilian government networks—in close partnership with the Office of Management and Budget, which Agency Cybersecurity is responsible federal cyber security overall. CISA also coordinates the execution of our national cyber defense, leading asset response for significant cyber incidents and ensures that timely and actionable information is shared across federal and non-federal and private sector partners. Of 10 selected key practices for effective agency reforms previously identified by GAO, CISA’s organizational transformation generally addressed four, partially addressed five, and did not address one. For example, CISA generally addressed practices related to using data and evidence to support its planned reforms and engaging its employees in the organizational change process.
In March 2021, Secretary Mayorkas outlined his broader vision and a roadmap for the Department’s cybersecurity efforts in a virtual address hosted by RSA Conference, in partnership with Hampton University and the Girl Scouts of the USA. In collaboration with the Cybercrime Office of the Department of Law Enforcement, annually provide training for state agency information security managers and computer security incident response team members that contains training on cybersecurity, including cybersecurity threats, trends, and best practices. A 2018 federal law established the Cybersecurity and Infrastructure Security Agency to help protect critical infrastructure from cyber and other threats—but it isn't fully up and running yet. Our ability to execute our critical mission relies on the strength of our partnerships with you and our other key partners across the public and private sectors.
President Biden has made cybersecurity, a critical element of the Department of Homeland Security’s mission, a top priority for the Biden-Harris Administration at all levels of government.
